Notify the duty officer when all speakers are present, or if any speaker is not present 5 minutes before the block start time.

If everyone is present “Duty Officer, this is Ballroom 1, all speakers accounted for, over.” If people are missing “Duty Officer, this is Ballroom 1, over.” — wait for acknowledgement, then tell them who is missing.
